The cables have an inside and an outer cable, the inner cable does the hard work and the outer cable protects the inner cable from wear, dirt and weather. You may sometimes have to adjust (tighten) the brake cable once after mounting, which is because your brakes wear out and then the cable loosens a bit. (this is the case with drum brakes) The adjustment often goes with a nut on the end of the cable. It can be at your handlebars, or near your wheel.
